Background information

The CPeO is a unique and powerful business framework for capacity and organisational development. It has been designed to accomplish three guidelines:

The tremendous task to provide access to education and training to millions of people – as described in the Millenium Development Goals - makes the "Comprehensive Package for Building eLearning Organisations" (CPeO) a premier proposition. The CPeO is a unique approach and an excellent solution for universities, training institutions, corporations, development agencies and governments wishing to reach out to the un-reached by means of eLearning, exploiting the steadily growing ICT capabilities in their countries.

The CPeO has the potential to become the ultimate accompanying measure to any “ICT for Education” programme. It secures the investment into ICT infrastructures by enabling people to use them efficiently and effectively for education and training. Through the CPeO individuals and organisations become enabled to establish sustainable educational and training services in their target markets and to cover all elements of the value chain in education.

The CPeO impact chain and multiplication process

The CPeO facilitates the action learning process to develop blended learning service products. In addition it can be taken over as a multiplier program for eLearning capacity building. The product development process occurs in 4 steps:

  1. The CPeO service provider runs an eLearning readiness assessment workshop
  2. Teaching and management staff get qualified, produce their own blended learning service products and undergo a certification procedure; they setup the organisational structure to deliver new teaching services
  3. The CPeO or parts are delivered to internal (roll-out) and external customers.
  4. The blended learning service products are developed while participating in the CPeO. Teaching staff delivers the outcome towards their target group in their real teaching environments.
